Windows live messenger migration tool

I've been trying to retrieve this old contact list but outlook says that there are no contacts to restore because I have no contacts. How can I recover my windows live messenger contacts? The thing is I'm not actually trying to restore or recover previously deleted outlook contacts. I am trying to restore windows live messenger contacts and I can't seem to do that.
